A new location is here with a brand new puzzle. The first sub-area in The Xianzhou Luofu is Central Starskiff Haven which is considered a safe zone so there is no puzzle yet.
Main: 11 Treasure Chests
These 11 chests are the ones counted in the treasure chest count on the map:

1. Teleport to Starskiff Jetty space anchor and once arrived, walk to the west before going south. The treasure chest is below the red staircase.
2. From the previous location, head north down the stairs and go right after passing two huge red boxes. The chest is near Ziqiao, the Heron Express Specialist.
3. From the previous location, head northwest to the end of the road.
4. Teleport to Starskiff Jetty space anchor and once arrived, go down the stair on the left. The treasure chest is just beside the stair.
5. From the previous location, walk forward a little more to the bridge and cross it to the next treasure chest.
6. From the previous location, follow the route to the south and turn left when you see another set of stairs. The chest is just beside the huge red door on top of the staircase.
7. From the previous location, keep following the route to the east where you go through a garden. Enter the gate and turn right to see the next treasure chest.
8. Get out of that same gate and turn left for the treasure chest at the end of the route.
9. Teleport to Starwatcher Avenue space anchor and once arrived, turn west a little bit. The treasure chest is just beside the stairs.
10. From the previous location, head south to the end of the road.
11. From the previous location, go to the stair that leads to the west.
